EU tenders and bidding for same

I am part of a consortium who have submitted for several EU tenders – and even been successful a couple of times.

We are in the process of bidding again, and once again  spending a great amount of time on setting together the  (we hope)  winning bid.  Skype is a great invention – we regularly have Skype conferences –  Spain, France, England and Denmark talking and simultaneously using the chat facility to communicate, support, harangue (yes it happens!) and generally building up a really good team spirit. 

Researching and compiling the bid is fun although it takes so much time, but the legal documentation required for all these bids is massive, surely the process could be simplified?
